Scope and content:
This series mostly consists of letters received by Governor Bailey; however, there are may also be proclamations and some petitions, reports, copies of letters sent, and other types of documents. Some proclamations may have also been interfiled with other items received relating to the subjects of the proclamations. The materials have been divided into three sub-series: (1) Subject Files, (2) a General File, and (3) Applications, Recommendations and Endorsements Files. Documents that may have been addressed to Governor Bailey but dated or pertaining to the time period after his term expired in 1905 may be filed with the records of his successor, Governor Edward Wallis Hoch.
Subject Files, 1903-1905, sub-series one, consists letters received on a wide range of topics. Major subjects contained therein are cities and towns, county affairs, crime and criminals, the Louisiana Purchase Exposition in Saint Louis in 1904, the 1903 flood, legislation, and proclamations. Topical folders are filed generally alphabetically by subject except for some in Box One that do not conform to the alphabetical arrangement.
The General File, sub-series two, follows the Subject Files. This file contains texts of telegrams sent in 1904, miscellaneous letters, correspondence relating to a water rights suit with
Colorado in 1903 involving the Arkansas River, letters about the statue of John James Ingalls placed in Statuary Hall in the United States Capitol, and correspondence concerning federal and state departments. Letters may have been filed in the miscellaneous letters section of this sub-series because there was not an appropriate place for them in other files. Correspondence about federal ande state agencies may contain letters concerned with personnel, vacancies, resignations and appointments that were not filed in the Applications, Recommendations and Endorsements sub-series. However, most pertain to the operation of individual state agencies and contacts with federal departments. The letters request the Governor to take specific actions, ask his approval, send him information, ask him questions, tell of events, provide legal opinions, forward other letters and petitions, confirm or acknowledge gubernatorial actions, and request the Governor’s presence.
Sub-series three, Applications, Recommendations and Endorsements, contains correspondence concerning state positions. Usually these are vacancies over which the governor had appointment authority, but there may also be correspondence regarding openings generally in state government. The files are arranged alphabetically by agency or job title. Major vacancies included in these records are the assistant adjutant general, the Board of Barber Examiners, the Board of Trustees of State Charities and Corrections and institutions under its control, district court and probate judges, grain inspection positions, the Livestock Sanitary Commission, minor positions, the deputy oil inspector, and Supreme Court justices.
