Scope and content: A letter from A. J. Hughes of Council Grove, Kansas, informs Governor Harvey the citizens desire that an award is offered for the capture of William Polk, who murdered William Hess. A clipping of a reward offer from Morris County Sheriff, W.D. Kahl. A letter from A. Danford notifies Kansas Governor Harvey papers will be forwarded in a day or two from the Governor of Texas for a requisition of James Tyler for a crime committed. A letter from Warden of the Kansas State Penitentiary, J. L. Philbrick, requests a pardon for Harvey A. Brown and his citizenship restored. A letter from Colonel George Gibson writes to the Governor concerning the case against Bob Conners, who is confined in the guardhouse in Fort Hays. Additional correspondence to Governor Harvey is in regard to criminal affairs in the State of Kansas.
