Born in Topeka, Kansas, on June 10, 1963, Lynn Jenkins received her college education at Kansas State University and Weber State University at Ogden, Utah. She won election to the state legislature in 1998 and served two years in the house and two years in the state senate before successfully seeking the office of state treasurer in 2002. Reelected to that position in 2006, Jenkins entered the Second District congressional race in 2008. She first defeated former Congressman Jim Ryan in a hard-fought Republican primary and then upset the incumbent, Nancy Boyda, in the November general election. She did not seek re-election in 2018 and retired from office.
